Has anyone ever tried the homebased business of mailing booklets/ envelopes and received payments as promised.

Nope. Pretty sure its a scam. If you have to pay money to get a job then it is not legit.
It only takes money to make money if you are starting your "own" business by obtaining a business license and investing in your own niche, not somebody's pyramid scheme.
